Non-smokers should continue to be forced to subsidize with up to 3 % of their income the health cost increase from tobacco.

Instead, the health insurance system should be obliged to differing rates (smokers/non-smokers), based on measurable indicators.

I know some better option for this problem.

It is quite normal that non-smokers are forced to subsidize with up to 3 % of their income that many smokers ruin their health.

I am even very angry that somebody dares to make smokers pay (by tobacco price increase) for their health cost increase.

I have no opinion related to this.

At present the insurance legislation worldwirde mostly oblige non-smokers to pay the significant health cost increase caused by smokers. The tobacco industry could be obliged to pay for this. This might concern the cost increase which is not yet covered by specific additional tobacco taxation. The non-smokers might this way keep or get between 1 and 3 percent more annual incomce on their bank accounts. What do you think about this?
